Identity of three selected to take the fall for the ESM saga…
Where does the buck stop? Apparently with Paul Ringlein, Andrew Ferrara and Ken Neidert are the three that will end up taking the public blame for the costs related to transitioning the ESM into a night club. It’s also interesting to note that it appears the painting crew selected by Mr. Croak, painted over part of a wall mural that the City paid $20,000 for. Now the piece, “Objects of Desire” is less…desirable…
This was predicted prior to, during and after the City Council hearing that the Mayor would determine someone other than himself was to blame.
The report, released yesterday, accused Mr. Ringlein, Mr. Ferrara, and Mr. Neidert of failing to communicate with the mayor, chief of staff, other superiors, and city council about the type of work and the use of multiple subcontractors for less than $10,000 each.
There also was a failure to use proper procedures for disbursing city funds, maintaining proper control of the costs, and documenting the scope of work, the report said.
Mr. Neidert declined to comment. Mr. Ringlein and Mr. Ferrara could not be reached for comment.
“We will file [administrative] charges against them,” Mr. Reinbolt said. “Then they will have a hearing officer who will make a determination.
“I am recommending suspension for all of them without pay – five days for Ferrara, three for Ringlein, and one for Ken Neidert.”

In all honesty, a week off from work with no pay really isn’t much of a punishment.
August 28th, 2008 at 1:41 pmI find it interesting that all of this was able to be accomplished while our esteemed Mayor was away at the Democratic Convention. Investigation, charges, judgment, and sentencing all completed in less time than it take to find out the profits from one of the concerts at the ESM.
Oh and one other note…
Wasn’t it that same fearless leader who said that with the “strong Mayor” form of government, he would decide who the vendors were and not Council? Curiouser and curiouser …

The “Toledo Three” were not in a position to circumvent the Mayor on this one.
Who signed the checks to pay Croak? Who signed the work agreements? Who made a statement that this was a good idea and had a conversation with Croak back in May?
On those three questions the answer is the same. It WAS NOT the “Toledo Three.”
But we all know … Carty has exonerated himself. He’s way above all this and he would never take advantage of this situation. He would never blame some poor undeserving soul.
I can remember Carty using Ken Neidert during his campaign like some sort of lackey. And Ken never said a word. And now he’s repaid by assuming the role of scapegoat. I’m sure now Ken knows that he is expendable. And that Carty will sink any ship in the fleet in order to keep his own barely afloat.
