Theresa Gabriel replaces the retired David Moebius

It was rumored this was going to be announced today by the Mayor, and it was Longtime Toledo official appointed to top post in mayor’s office:

Theresa Gabriel, Toledo’s director of human resources, was appointed Thursday as a top ranking official in Mayor Carty Finkbeiner’s administration.

The mayor announced Ms. Gabriel’s appointment as assistant chief of staff to replace David Moebius, who retired effective Thursday.

Despite my disagreement with the Blade at times, they have really been updating their website with new and breaking news on a much more frequent basis than in the past. It’s appreciated and they deserve kudos for this.

    Ms. Gabriel is one of the few people in the local government who will stand up to the mayor. She does not fear him and she has been around long enough not to be bullied.

    There should be no disagreements between these two.

    They are both Republican, along with Reinbolt.

    How’s that for pulling the wool over the eyes of a Democratic town ?

    I am still wondering why a guy that got elected based on his boundless energy and ability to “GET RESULTS” needs a Chief of Staff and two assistant Chiefs of Staff.

    I’d heard the past few weeks that Dave Moebius was going to retire, I guess rather than announce that in advance publicly the City did it this way. Since I never could get official verification I didn’t post about it earlier.

    Don’t know him personally, but Mr. Moebius was the most competent and professional individual in the CF administration. He has the experience and knowledge to recognize the true needs of the city and would do the best he could to do what is right for the citizens. This is in total contrast to the man in charge.

    Speaking of “its Carty being Carty” I think it was totally unprofessional for him to announce that Ms. Gabriel would be better able to reach out to the black community. Wonder where that is in her new job description?

    I don’t know her personally, but just because she is one to stand up to Hizzoner (good for her) that will not help her if she represents the mayor at city council meetings and replaces Mr. Moebius in that assignment.

    That’s not an easy task, but I wish her the best….

    Flash back to 2004:

    Supporters of Theresa M. Gabriel are asking black voters to decide whether “blood is thicker than politics” when they cast ballots in the Nov. 2 election for Lucas County clerk of courts.

    Campaign handouts paid for by the Friends of Theresa M. Gabriel committee note the county has no black elected officials and tell voters to “do the right thing” by voting for the black Republican, even if it means crossing party lines.

    Ms. Gabriel, a longtime Toledo administrator and former Toledo Municipal Court clerk, said she can’t control the actions of her supporters. “I don’t condone racism at all,” she said.

    But she also won’t condemn the literature, which has been handed out in parking lots of primarily black churches. The handout includes the quote, “Blood is thicker than politics,” which encourages voters to put family before political ties. It also features a cartoon of a white man lifting a bag of money.

    The same cartoon appears in a mailing paid for by Ms. Gabriel’s own committee.

    The belief that should could be able to reach out to some parts of the black community is probably a valid one. The irony that with all of the attention on party loyalty issues that she was a campaign volunteer for the Mayor either shows how deep his republican roots are or that he can reach across the aisle, depending on how you want to spin it.

    Naturally there will be those in the black community who won’t view this as a huge step. However, if you go back to this Jack Ford column written in November 2007:

    Gabriel has done the community a huge favor by remaining a board member for life. I think she was on the board when I was a member back in the late 80’s or early 90’s.

    Gabriel, Jones Terry and the ubiquitous Bernard “Pete” Culp are part of the “Committee of the Whole,” a Culp-inspired black think tank on issues impacting the African-American community.

    In light of the lawsuit facing the mayor, I find this move very peculiar.

    as many hacks as it takes that can not only “bounce back” after a verbal assault, but compensate for the lack of toilet paper in the mayor’s bathroom.

    and to think some people out there killed themselves for this man and never even got in the door and still carry the stigma of being the piece of Charmin on Carty’s shoe

    them qualified folk best get behind Keith while the “gittin’s good”.

    The last time I saw Mr. Moebius he looked exausted. He deserves the retirement as he has been a long time steward of this City and has taken his fair share of hits and then some. I wish him well and thank him for his service to Toledo.

    As for the replacement, nothing against Ms. Gaberial, but there doesn’t need to be this position on the books/payroll. Among the cuts I would have made to save money for the taxpayers would be to cut both asst. Chief of Staff positions. This city is not that big and doesn’t require such a large executive staff. Fink needs to answer to Council personally for his teams actions, not sending a lamb for slaughter. The mayor is amazingly out of the know/loop and it’s little wonder he stammers for answers and says crap like, ” I have people for that”. If you’re too old to handle a full, heavily paced day, quit.

    The Ohio Revised Code and the City Charter call for a person designated as a “Safety Director” with authority over the public safety forces. That is one of the jobs assumed by Ms. Gabriel. The Safety Director has the authority to do a lot of things such as changing speed limits on city streets, change parking enforcement, issuing parade permits and that office is an important step in the grievance/disciplinary issues in the police and fire departments. When new officers are sworn in, they actually get their authority from the Safety Director. Under the city manager form of government, Toledo had a designated Safety Director but under the strong mayor system, that position has been morphed into whatever Moebius’ title was and the one Ms. Gabriel will assume.

    She started as a xxx for the city, in the turbulent 1960’s, and rose through the ranks of city government to the 22nd floor with persistence, patience, and downright chutzpah!

    She started as a PBX operator for the city, in the turbulent 1960’s, and rose through the ranks of city government to the 22nd floor with persistence, patience, and downright chutzpah!

    Carty’ s move was calculated as he gears up for his re-election campaign, hoping to reach the black community that turned its back on him last time.

    I think it’s called ‘pandering.’

    I agree with mud_rake.

    It is all about “Chitterlings and Prime-Cut Steak.” That is a name of an article in the Toledo View that talks about this.
